How do I stop the icons at the bottom of the screen from moving when I walk?

How do I stop the icons at the bottom of the screen from moving when I walk?

Can someone explain this interface to me in case I am missing something. I am using a PS5 controller on my PC. When I move, The button icons at the bottom of the screen tighten in formation. When I stop they loosen up. They make noise each time. What is going on here?
