Have you done the "Shadows of Minrathous" quest? For that specific chest, the "Gamer Guide" website says to do the following:
"You’ll go to the Warehouse during the Shadows of Minrathous story quest. Follow the quest until you go past the red barrier and end up on the rooftop. After a battle up there, you’ll have to drop into the Warehouse via the roof entrance.
Go through the door, and make your way to the bottom floor of the Warehouse until you reach the Bound Hurlock. Defeat the enemies, and you’ll find the chest in the southwest corner of the room."

After some testing, it seems that the access that I need to obtain this chest are the 'stairs that go down from the original base' of Dock Town. After the Dock Town gets destroyed, that staircase is now blocked by debris and inaccessible, making the chest also inaccessible.
Has anyone been able to find a fix???
Seems if you don't choose to save Minrathous, and haven't gotten the chest by then, you can't. It's a missable chest. There is a handful of them throughout the game.
I mean that's pretty silly no?
In this day and age, RPGs should NOT have 'missables' as it detracts from the experience. Some people don't want to spend hours searching every nook and cranny until they complete the story, ESPECIALLY if it's going to mess with the pacing of the story etc.
