Kataranda the Stormrider Quest Bug

The quest isn't spawning for me. I have completed everything up to the point of no return, and I have completed everyone's quests and all factions are 3-Star and I have 140 mementos.

I don't understand why this quest isn't spawning for me. I tried it on 2 separate saves and I don't see the note in Taash's room or at the bulletin board in the Hall of Valor. What am I doing wrong?
