last rites quest bugged

  Dock Town quest called "LAST RITES" is bugged, won't let me pick up the scroll to continue it, last play through it worked when i saved minrathus but this time I saved treviso & now it's bugged so maybe that's why? On a random youtube quest guide in comments many have same issue looks like
