Lucanis questline bugged?

I did choose Tevinter. Does that mean ALL companion quests with Lucanis are off table though? Because it's not simply that he's hardened (I'm fine with that, and he seems to get along ok with my Rook, and leveling up fine). It's that I'm getting absolutely nothing except from a dialogue or two about Spite. The game hinted there should be a scene at some point with Emmrich, but I've never seen it despite checking regularly at the Lighthouse.
