When I was playing through the Weisshaupt quest, a couple of the mementos that are supposed to be there, aren't. Even after a few reloads and even trying to bring different companions.
Not sure how many other mementos are bugged like this but hopefully it doesn't affect me getting 12k power for the shop.
Hi. PS5 player here. I was following missable memento guides and found the same issue at Weisshaupt mission and some others (Harding's personal quest iirc to name one).
However, just check your mementos. I found that the first memento the guides tell you about in Weisshaupt I already had picked up elsewhere. So follow the online guides for mementos and any mementos that aren't where they are supposed to be, check if you've picked them up already.
Still managed to max out the Caretaker.
Having completed the game I can easily say that there is more than enough to get to 12k while missing a bunch of stuff. I got at least 2000 more points past 12k by the end of the game. I hit 12k at around 68 hours having reached Grim Bonds in the main story, which is sorta 1/2 through Act 2. It took me another 21 hours to complete the game on a 100% completionist run and I came across a ton of additional points all the way up until the very final battle.
Same, I'm also on Xbox. I tried changing a bunch of settings and reloading saves, but no luck.
Hopefully they patch it soon or come up with a workaround.
