So after a night of uninstalling everything I could find for DA Veilguard, I read LaChroes post about his controller issues. I realized that I had a Space Mouse (used for CAD) attached to my computer. I unplugged it & low & behold, my mouse works! Sorta a PITA to unplug it each time I want to play, but it's better than not playing. Unfortunately, since I nuked everything, I have to start over...
