PC (Steam) - Japan - Unable to toggle on/off clothes while creating a character

I live in Japan and purchased the game through Steam. During the character creation, I only have the options to show the character's shirt and bra/pants. There is no way to completely toggle off the...

Same for me. I asked Support if it was a bug or a restriction of Japan Steam and I have been told that it should be a bug.
I know of several other users here in Japan with the same issue that have also made inquiries, but so far there hasn't been a clear answer regarding this matter.
