Having the same issue here. Everyone I know who got the game from Steam Japan are missing the nudity toggle in settings, as well as shirtless undergarments option in the character creator. EA support said it might be a region-related thing, but I'm still hoping that it's just a bug.

Steam Japan never had such restrictions in the past (Baldur's Gate 3 and Cyberpunk 2077 both have nudity settings and there are no issues at all for those games), so I suspect that it may be a restriction that EA/Bioware imposed for some reasons.
Hopefully it's just a bug, but at this point I'm not that hopeful.
