(PS5) "Call for Coin and Company" Trophy Won't Pop Up

The only faction trophy that won't pop up is the Lords of Fortune trophy. I killed all the High Dragons, did all the Taash quests. The Lords of Fortune faction strength is well above the requirement for 3 stars.

For some reason it's bugged. I reloaded to an earlier save and defeated Mythal's Retribution which topped off faction strength for the Lords of Fortune. The trophy still didn't pop up.
