Purchased stat buffs do not increase stats after a reload

What is happening? (and what do you expect to happen instead?)
As noted in this Reddit thread and I assume elsewhere, the stat buffs that can be purchased from merchants do not work. The descriptions are false since the stats are not present after a reload.
