Re-keybinding WASD to arrow keys does not work

I really hope this is a mistake/oversight, but I have made multiple attempts to re-keybind the movement keys (WASD) to the arrow keys, to no avail. I've been able to do this in all prior games for Dragon Age (and ME, for that matter).

Can someone please confirm whether or not this is a bug or intended? If it's the latter, I need to request a refund, as I will be unable to play the game. I don't dare even open the game at this point because it took me an hour to get through character creation, and I don't know the cutoff for a refund being possible.

Please fix this! $80 for the game and at least 10% can't play it? Mapping movement to the numpad works but is really annoying to those of us who are used to using the arrow keys. Plus, it cuts off 4 keys we could use for other actions.
