Restless Spirits quest bugged (PS5)

The last wisp won't go in, the one where you need Lucanis or the dagger to create the giant skeleton arm to get it in the air. I don't have any earlier saves, and I've fast traveled and changed the party but no luck. Am I going to have to restart the game to romance Emmrich? Any fixes?
