I am also having this issue on my third playthrough, 2nd time romancing Emmrich. First time I had no problem, got all the terms of endearment. This time he only calls me Rook - I even took him to the Hall of Valor just to see if it would happen at any point in 10 rounds, and nothing.
I'm playing on Xbox Series S. I even tried deleting my previous game where I romanced him just to see what would happen, and nothing.
