Shader Causing PC Crash

It seems that shader "2459419382" is causing my PC to hard crash, forcing a reboot.  This was an issue for launch day version and continues to be an issue with the updated version from Patch 1.

1. I start the game,
2. A window pops up filled with black is created.
3. The window expands, filling the entire screen with the back screen. 
4. NVIDIA Experience tools animations slide in from the right on the black screen, 
5. NVIDIA Experience tools animations freeze on the black screen
6. The PC Powers down. 

Removing the above shader allows the game to load and play.

• Windows 11 (64 bit)
• 12th Gen Intel(R) Core(TM) i9-12900K
• NVIDIA GeForce RTX 3090 Ti - Driver: 566.03
• RAM: 32581 Mb

Effected Versions: Launch day Patch, Patch 1

Repeatable: Yes.  Reapplying the shader will cause the game to fail to load and the PC to crash
