Side quest: Spies among us
investigate Venatori activity in Treviso.

Bug: after defeating the Venatori, rook says that Venatori dropped a note but there isn't one. I've tried leaving a coming back reloading and it just won't drop. So the quest is stuck. With no note to pick up I have no way to advance the side quest.
