Stutter When Stopping Camera

I am playing the game on PC, and I am experiencing a strange bug. The game runs very well, however, whenever I move the camera and let go of the joystick, there is a major stutter / frame skip. For reference, I am playing locked to 30 fps via vsync. If I just slowly pan the camera, there is no stutter. It only stutters once I let go of the joystick and the camera comes to a stop. I have not experienced anything like this in any other game. It seems to be a bug with the camera deacceleration at lower frame-rates.
