The Soul of a City Not Accessible

I’m trying to complete the soul of a city quest and it says “go to the streets of Minrathous” but there is no ‘travel’ button and I can’t access it from Dock Town. When I started the quest I was automatically taken there but I died and respawned in Dock Town and now can’t get back to the quest area. Is this  bug or am I missing something?
