Update: this issue persisted while the forums were also having problems earlier, but now that the forums are functioning properly, the issue isn't recurring (iow, settings now seem to persist even after exiting and restarting the game). It seems like settings might be stored serverside and either aren't stored locally or the server settings override local settings.
But, imo, settings should be stored clientside, and if they're also stored serverside, that shouldn't override local settings. So the active issue is technically resolved for now, but hopefully can be escalated for review by the tech team to verify what happened and help ensure that local settings are saved and persist (server settings should only be pulled if local settings aren't found).
