You can reopen the EA app while in-game. Simply press Shift+F2 to access the in-game overlay of the EA app. Alternatively, if you alt-tab out to your desktop, click on the 'Show hidden icons' arrow in your taskbar (usually in the bottom-left corner) to find and click the EA app icon.
Additionally, in the EA app settings under the Downloads tab, there's an option you can disable to allow downloads during gameplay.

Thanks for the reply, I am aware of those options but they either do not do what I am after or do not work.
The in game overlay isn't for managing downloads.
I have the EA app icon on my taskbar permanently, when I tab out and click on it it does not open.
I have gone to check my "Pause downloads during gameplay" setting and it was already checked, so is not working.
Either way, I do not want to have in game downloads permanently unavailable. The issue is that even when I pause a download prior to launching the game, the download sometimes resumes the moment it launches (this doesn't happen every time following testing) and I cannot re-open the app to pause it (this remains true every time no matter what game I launch).
