All the games you have on your EA account can be accessed from another device as long as you're logged in to the same EA account.
Your local saves for the Sims 4 are only available to you at your local storage, meaning that if you want to transfer them over to a new device, you will need to make a backup of your save files: Backing up and resetting The Sims 4. Regarding the content you've uploaded to the Gallery, it will not be affected if you reinstall the game on a different device.
