Question about offline mode
Is there any way to keep the EA App offline even after reopening the program? if not then I will just have to deal with this

There is not. If your game is available on Steam, get it there. If you can only play it through EA, I opt for just not playing it until EA fixes their app for true offline play, or just not paying for it/playing it all together.
