You can fix the download speed by opening Windows PowerShell as an admin, and run this code:
netsh interface tcp set global autotuninglevel=normal
This helped me from 9mb/s download to 63 mb/s.
Hope this helps.You can also turn it off again with this code:
netsh interface tcp set global autotuninglevel=disabled

- @Raxsadon Unfortunately this wasn't a fix for me. I already had it set to Normal. I watched a video what used notepad++ to change the .ini file. So we'll see how that works next time as my download just finished.
You are a God Damned ANGEL. My download speed has been completely throttled since I moved and got a new router, and your solution was all it took to up my download speed by over 100mb. THANK YOU SO MUCH.
Well... That .ini fix that I saw didn't change atnything. Dos from 14 KB/s up to 500, then it drops to zero.

This was the only method that actually solved my download speed throttling. I have tried the EACore.ini file, changing DNS settings, and clearing the app cache, but nothing fixed it until I came across your post.
I have 1 Gbps internet and could only download a game/update at ~12 MB/s.
This method boosted my download speeds to ~110 MB/s.Cheers!
@Raxsadon it works! I accidentally used the 'turn off' code instead of the 'turn on' code, but it successfully restored my speed back to normal. Thank you!

Thank you, I was searching for like 20 minutes on what to do, and this helped out a lot! It went from about 1 MB/s to 70-73 MB/s.

This didn't work for me, sadly.
Still plodding along at 3MB p/s at best...then dipping to 200K...
Currently going to take me 142 hours to download a game!
