Will Origin points carry over to the EA App?
Will my earned Origin points carry over to the new EA App if I upgrade my Origin client?

No, Origin Points will not move over to the EA app. Origin Points also have no specific function in Origin, and the EA app also doesn't have some sort of equivalent.
