all my expansion packs are not working

When playing my game recently all of my expansion packs and game packs are like disabled? it says they are on my previous saved games but to use them in those games I have to restart my game, but after restarting it it’s still not working. Please let me know what to do, I don’t want to have to repurchase all these packs.
