Can’t launch Sims after trying to install T.O.O.L mod

Help!  I just downloaded Sims again on a brand new Mac and it was running fine until I wanted to download T.O.OL mod. I saved my game and then exited the game. I placed the tool mod folder into ...

    When I try to restart my Mac , the  EA app says I can’t restart because there’s a game running in the background even though there’s no game running in the background. 

    The EA app won’t let me restart.
