I am getting the error message "You don't have access"

I am getting the message: You don't have access This title may have been downloaded to your device by another user who owns the game. Log in to a different account or restart the app and try again.

I originally had the game working fine. During an EA sale, I accidentally bought some DLCs through EA instead of Steam. This led to two cases, both of which were resolved and refunded. However, the DLCs were still showing up on my profile even though they had been refunded. Based on the advice I found, I uninstalled The Sims from EA to remove the DLCs.

After redownloading everything, I now receive the error message mentioned above whenever I try to launch the game. I’ve spent countless hours troubleshooting—clearing the cache via the EA app recovery tool, as well as uninstalling and reinstalling multiple times—but nothing has worked. As a last resort, I tried creating a new EA account, but Steam won’t allow me to connect a different EA account for another six months. Is there any way to resolve this on your end? I’m fine losing my gameplay progress; I just want to be able to play again.
