I cant send friend request to my friends.

The two things that have happened are one of my friends doesn't see a request at all and the other sometimes sees one and accepts it but nothing happens on my side, on his side he sees me online and his friends list shows that I'm there. The only person who can get a invite from me is my partner that lives with me.
