Fresh install here too, on a brand new PC. Slightly different issue for me, something about an 'Xbox account' not matching my EA account. Even though I don't own an xbox and I can log into EA/Origin just fine.
 I couldn't get the game to launch from the EA app. It just sat at a loading screen in the EA app.
It worked fine from the origin launcher, just not from the newer EA app.
an update was released for the EA app that resolved it for me.
Don't know what's going on, started after the mandatory switch to EA app, BF4 launches, get to the game/server selection screen and just runs super slow! In my favorite list, says my ping is like 24 billion, but can get in game. then it says around 50, which is my average. Then the packet loss nightmare happens to the point I have to ctrl+alt+del to exit because servers not seeing me as idle or high ping! Repaired the game several times, with no changes! Thinking of just uninstalling both game and app and reinstall

Mine EA app is still reacting the same way. Ill open bf4 through steam, it then takes me to new ea app and doesnt launch. If they havnt fixed this by next week im unsubscribing. Use to work fine

Hey guys so i managed to fix the issue by looking at some other posts around.
By replacing the files: vcredist_x86 & vcredist_x64 (download these off the windows site)
in the folder:
E:\Program Files (x86)\Steam\steamapps\common\Battlefield 4\__Installer\vc\vc2012Update3\redist (or wherever your game file is)
Make sure to open these files to install them.
it fixed the issue.
