Go to the control panel or "add / remove programs" or "installed apps" (depends on your version of windows). Search for all the programs with "C++" in the name. The full name might be something like "Microsoft Visual C++...". Then you need to "modify" the installation and select "repair" installation. Do this for ALL of the programs you find with C++ in the name. Some may not have a repair option, so you can skip those, but do it for all that have it available. Then restart the PC and try installing the EA app again.
This worked for me after I repaired ALL of them (not just the latest one) on Windows 11 on my Samsung Book3.
Thank you so much. THIS is what worked for me.
Repairing EVERY C++ that allowed me to AND restarting my computer.
I had tried just doing the latest one before and that did not work.
Nothing else I tried worked. thank you!
This worked perfectly for me. Thanks!

@norwegiancat There are many ways other players have fixed this. We suggest please go through this thread and test out the steps that we and other players have listed to fix it and see if they work for you.
I'm getting desperate here, I've tried everything in this thread multiple times, touching things in my pc so deep that it's starting to give me problems, and that's not ok. I now have a pop-up everytime I restart it, and I can't even understand where it comes from. And yes, I followed the instructions to the letter (and I have a bit of education in IT, so I don't even imagine what mess I could've caused if I was a base user, the people the installation should be catered toward).
I can't even do the ever requested "EA App Error Report ID" because the folder "Eletronic Arts" of "C:\Users\[Your computer name]\AppData\Local\Electronic Arts\EA Desktop\Logs" only has a "EA services" folder, and no "Logs" inside it. Even that is not done well!
I haven't been able to install this app for 3 months, always getting the INST-14-1460 error, and soon I won't have as much free time to enjoy them as I have now, so it especially frustrating.
No resolution of a months old problem from EA, no responses, no alternative way to play them, no refund available! How has no one yet sued this company is a wonder to me.
Seriously, I can understand having a problem you can't yet fix, but you can ask me to have patience for a few days, not for MONTHS. At that point you need to at least give us an alternative, like Origin back? I don't care if it costs you money, or work, or whatever. You need to take responsibility for things like this, is so basic I can't even understand how it's possible it's happening.

@DomArgo I am sorry to hear that this has been a frustrating experience for you. I can certainly understand after months of not being able to, there has been no resolution. I would like to ask a few questions If I can. When a player says they have done "everything" that is too vague for us and we need specifics as sometimes there have been steps not performed.
Have you tried the following?- Put your device in a Clean Boot then launch the game
- Try Safe Mode with Networking
- Try a new Windows Account
- If using VPN, turned it off
- turn off or disable any Antivirus or security program?
If yes, when you do these and try to install, are you getting a different error or the same error?
Typically when a folder isn't there that should be, it is either being sent somewhere else or some type of permission is not being given on your computer. That is an entirely different set of steps to follow.
Yes, I've done all of the above. I've also done the repairing of the Microsoft C++ redistributables, updating the graphic settings (english is not my first language, I hope I'm calling it correctly), and similar solutions other users had advised in this thread.
Every time the installation bar gets stuck at the same place and, after a while, it tells me the same error: INST-14-1460.- EA_Shepard3 years ago

@DomArgo Hey, I want to add this for the team to review. Just to verify, when you go here C:\Program Files\Electronic Arts\EA Desktop\EA Desktop and not through C:\Users\[Your computer name]\AppData\Local\Electronic Arts\EA Desktop\Logs You are not seeing the folder?
If not, can you do a Windows search for (EACrashReporter)? by going to just the C: and typing that in? If you have a secondary drive please do so there as well. I'm out of options to try as well. I used the .msi file to try and install the app, but it stopped when the background service wouldn't start. I checked the permissions and they look ok, but that was error message that I had. This is about the most info I've been able to get as to why it's not working, and I've given up after this.
