Are you sure the file isn't hidden? You see EA desktop installed under your programs from the control panel, right?

There's a chance it's a program blocking the installation which prompts the error. Can you try a clean boot and then immediately attempt to install it?

Try uninstalling EA Desktop from your system and then when next launching the Xbox App allow it to download and install EA Desktop.
