Ok, I got it working, but it is absolutely not acceptable for long term.
if I repair the game, and then when the little popup on the lower right comes up that says "The Sims 4 is ready to play", with a "launch" and "dismiss" option, if I choose launch the game opens and I can play. It still gives me the error when I try to launch from my library. I have quite a lot of the expansions/packs, so repairing every time I want to play is just not an option long term.
Can anyone help with a permanent fix?
