@sma_e_gig  The EA App for macOS only includes Sims 3 and 4 at the moment because these are the only games with 64-bit versions.  SimCity 4 is 32-bit and therefore can't run on any Mac with OS X Catalina (10.15) or newer, and Catalina is also the minimum requirement for the App.  So there's no point in even offering a game that won't run on any machine with the App installed on it.

If you don't have an older Mac or a Windows PC on which to play SimCity 4, I'd suggest simply getting a refund.  The Apple App Store offers a version of SC4 that runs on current Macs if you'd still like to play.
