Windows PC EA app not launching

EA App not starting on windows 10. Try to reinstall, but this doesn`t help, app not working, just nothing happens after clicking on app, and if i go in the task manager the only think that i see is E...

    @271293 find out how to resolve this problem. just need to enable "Beta: Use Unicode UTF-8 for worldwide language support" parementr on windows 10

I think it's the issue with EA Servers. I have similar issue app signs in, but then it just shows EA App icon in the taskbar, no window and it only happens in the Evening. It works fine if I launch it in the Morning or Afternoon.
