Can't buy a game

I have only Paypal for payment, 'cause EA Wallet is unavailable in Kazakhstan.  I wanted to buy an expansion pack, but I had problem with transaction: I got a message saying, "This card cannot be used for this transaction." But I've used this card to pay before, and I've never had such problems. When I tried to add a new card, I got a message "There is no funding source added to your PayPal account. Please add a card to continue."

PayPal Support service said that my account has no restrictions or limitations.. The bank said that I have no ban on paying with my card.

What is the problem?
