Permanent Fixture Medal Bugged?

Just wanted to raise that it appears the 'Permanent Fixture' medal might be bugged. 

If I'm reading correctly, it indicates that it should fire when you login to the forums. 

However, it appears that despite being logged into the forums (and force signing out / signing on again to check) this medal hasn't popped for me. 

Just want to raise the point that it may be bugged.
