If you still have a few cases that haven't been fully closed out, it's definitely possible you may have to wait for those to be resolved before you'll be able to open a new one.
One thing to try in this situation is to log out of your account or use an incognito mode window before going through the steps to create a case. You'll be prompted to sign in, but should have an option to Continue without logging in to move forward with the new case and get back in touch with support.
