I unlinked my EA account from my brother’s Steam account to connect it to my own, but I’m getting an error saying, “An EA account can only be linked to one Steam account.” I wasn’t aware of this rule...

You'll need to speak with an advisor to see if there are any options for this. Normally, you can only link a Steam account to one EA Account in it's lifetime.
