The cooldown period between unlinking accounts has always been present, and the procedure you've mentioned is an exception that live support is at times able to provide. Unfortunately, we don't have insights into the exact conditions that need to be met for an exception to be granted, but the advice given in that post is still valid. Live support is the only channel for account-related issues, and contacting an advisor is your best chance at obtaining an exception, as you'd otherwise need to wait for that cooldown period to end.

Thank you EA_mplsnow for clarifying that the standard cooldown cannot be manually bypassed.
However, I have now contacted Live Support several times, following your recommendation, and the result is the same every time: the advisors tell me that they have no tools, no internal queue, and no process to submit or review an exception request. The chats are then closed.
This seems to create a contradiction with your statement that restoring a previous Steam ↔ EA link before the cooldown expires is still a valid exception that Live Support is sometimes able to provide.

In that case, an EA employee understood the situation and provided an alternative way to verify ownership. The player was asked to send a friend request from their Steam account to the EA Support Steam profile. After the ownership was verified by email, EA was able to unlink the unauthorized EA account from the Steam account.
This is very similar to my situation. I am fully willing to provide any additional proof necessary to verify that I own the Steam account and the game.
I am asking for guidance on how my case can actually be reviewed under the exception you confirmed exists, when Live Support repeatedly says that there is no process or team available to review such requests.
Could you please advise what I should do next to get my specific case reviewed?

KIrchiK69 This might not be the response you were hoping for, but ultimately, while the exception exists, it is not guaranteed and is process-based.
Apart from connecting with live support, I'm afraid there are no other channels through which this can be reviewed. If live support continues to insist that the exception isn't available, then you'll need to wait for the cooldown period to end.
