I've experienced this bug as well.
(PC Win 10, Origin, keyboard + logitech controller)
Here are two options that worked for me:
1) Lower the resolution as low as possible. (You can leave other settings as it is.)
2) Try online coop. Pass the guards and leave. Progress will be saved and you can start local coop again, after the guards.
Definitely try the resolution thing. You can boost the resolution again after this spot.
In my game, there were 3 more problematic sections, where I used this.
- grappling the two guards after the sneaky bush part
- grappling second pair of guards (behind the rocks) a minute after the first ones
- motorcycle ride, where a guncar is chasing you (near the lumber mill)
- motorcycle ride, where you have to jump into the plane
