[BUG] No fast travel in act 2 stuck at top

After beating the boss and completing act one. I have tried to make my way to the nearest fast travel point but have reached a point where I can no longer progress. Looking up playthroughs there is s...

I have taken screenshots from a YouTube video to show the fast travel location that is not available to me and where it is located on the map. And then a third screenshot showing the scene that is supposed to play of water flowing through that is supposed to unlock the next path to go. This scene doesn't play for me and there is no water despite activating the water in act one. I also do not have any objective written on the top left of my screen.
