Can't use character properly after The Hand of Sandrakk cutscene

How often does the bug occur?  Every time I get to the Mindwalk cutscene with Thaddeus in Chapter 10.
Steps: How can we find the bug ourselves?  I find it every time I play Chapter 10, no matter if I start from chapter start or quit and reload.
What happens when the bug occurs?  I reached Thaddeus in chapter 10 and we started the Mindwalk (sp?) cutscene.  After the Hand of Sandrakk showed up and killed Thaddeus, when I got control of the game again I was unable to reload my sigil, fire my sigil, sprint or run.  I could use a health stone, I could change my offhand thing (I forget what it's called, the whip/limpet/red spellbreak thing) though I couldn't use any of them.  I thought this was a glitch, and tried to reload.  No checkpoint save available, so I started from the chapter start.  This time, when I got to Thaddesu and we started the mindwalk and I couldn't even get through that.  The second time I tried it, I was unable to step off the final small platform and follow Thaddeus when we starts the Aristreya backstory where he conjures an image of Aveum and Jak mentions how small the wound looks that far in the past.  I have updated my drivers, verified the integrity of the game files via the Steam app, and tried again from the chapter start.  Now, every time I get to the Mindwalk I cannot get off the platform to follow Thaddeus to the final scene.
What do you expect to see?  I expect to see the cutscene, and be able to fight all the enemies while chasing the Hand after she kills Thaddeus.
Did this issue appear after a specific patch or change you made to your system?  No, it happened the very first time I got to the Mindwalk scene but only the first time could I get to the end where Jak starts to chase the Hand.  That was when I realized there was an issue as I coulnd't do anything but walk, change my offhand, and use a health crystal.  I don't know if it effected my mana crystal usage, as my mana was full.  It did tell me that my mana was full when I tried to use a mana crystal, as the game ususally does, but I can't confirm or deny if it would let me use one.
