My girlfriend and I also had this issue. We ran through all of the troubleshooting tips on this thread and nothing seemed to help. We ended up fixing the issue by doing the following:
1) I have the Friend's Pass and uninstalled and then reinstalled on Steam
2) She opened the EA app using "Run as Administrator" (either right click on the desktop icon to get this option or search for EA in the windows search bar)
3) I also opened the EA app using "Run as Administrator"
4) We both launched It Takes Two from Steam
5) She sent the invite and it finally showed up on my end of the game!
