No error messages, the side quests are just not there to be taken.
My best friend I play the game with have them and I don't.
But it doesn't concern all the side quests, only some.
I don't remember the concerned side quests plus I would only know their names in french.
But I think it's the exact same ones as @Koneko_Misa
The context is exactly the same : I'm playing with my best friend who is the host. Very soon in the game we noticed that while in his session, I couldn't see the side quests so we took the habit of stopping online mode when returning back to Minato so I could pick them up. But then suddenly, he started having side quests I couldn't see. And that I never saw and still never see.
No issues except this one.

And to answer your other question @EA_Illium sadly yesterday's patch 1.0.4 didn't solve that issue.
