Missing sidequests.

I finished the game and couldn't find any more ways to get mask templates and now only have 2.
I found out that for some reason the "Fingerling Head of Fishing" never continued for me and aparently finishing that would yield the other 2 missing templates.

I've done all sidequests available and don't have any sidequest available to claim.

I might be missing more sidequests, but I can't check if there are more.

Are there requirements for unlocking those quests, or is it just bugged?
