PC game only shows keyboard/mouse controls but recognizes controller

I'm trying to play the gamepass/ea play version of the game.  I have a PS5 controller hooked up via usb and the game recognizes the controller (I can run around and interact and everything) but it will only show keyboard/mouse prompts.  I tried using DS4 windows to emulate an Xbox controller and got the same behavior.  Also got the same behavior when running Steam.   I also tried the Steam controller with the Xbox profile and got the same behavior as well. 

I even tried unplugging my mouse and keyboard (Logitech pro x and g600) and still just have the keyboard/mouse prompts.  

Either Playstation or Xbox prompts would be fine, but not keyboard/mouse.
