The controller is just a cheap local brand USB controller. It works with all other games. These emulators only emulate a Xbox 360 controller. I have tried x360ce and it doesn't work.

A 360 should work as well.
If you have "Origin in Game" enabled, disable it > test.
Are there other interface devices connected to your machine, besides Keyboard and mouse?
If so, disconnect them > test.
If that don't works, try to connect the controller to the machine after you starter the game.
