To confirm have you added ITT to your Steam account before? If not you could try checking for any Device and client updates, restarting your machine and trying once more.
We've done all those. We did the download it lets you do, and then you open it, and you can do the trial, get the pass, or get the game. Everything is up to date.

Have you reached out to Valve support to see why you might not be able to add it to your account? If there is anything else free on Steam like a demo you could try adding it, and then seeing if the message continues with the Friend pass.
