Unable to set game to fullscreen

Playing in fullscreen windowed, but the game settings are set to fullscreen. Someone suggested I change my resolution and change it back but it did not work. PC Windows 10, Steam version.  I was abl...

@LSC99bolt Thanks for the screnshoot if you try to reinstall the GPU drivers does that help for you?

No dice. Deleted my drivers and used GeForce Experience to re-download and install. Restarted my computer twice. Still the same issue. I see no difference in how the game acts when alt-tabbed.

I honestly think it's just how the devs coded fullscreen and that it's not coded correctly (I guess)

I don't think you will be able to help me here. I appreciate all the help you have given me though.
