Unravel 2, can't open steam overlay for remote play

I was able to play this with my girlfriend for one day. The next I was unable to open the overlay in game to start remote play together.
If I tab out to start remote play it shows it's paused because I'm tabbed out even when I'm in game and she can't see anything.

I posted on steam community and there's only others with the same issue responding.
